I tried all this (offers were enabled for all products but buttons were visible for just one of 7-8 products I checked, tried to find any logic or issue (switched off and on offers) – no, the button was just invisible and that’s all). Downgraded to previous version.

Yes, you are right, the problem was there (this is no plugin, but theme issue). Though I saw the issue before but I did not think that js issue affected the plugin.

The WP (and its modules) is not for programmers or coders (though I have knowledges in PHP). It is for users! So why should we go to editor, change code, find solutions etc.???

By the way, I also tried similar plugins (not just Payment Gateway Based Fees and Discounts for WooCommerce), the result was the same.

I have the same issue as bgl5.
I think that we should have possibility to change order of shipping methods when using plugins as there are many shipping variations that could be realised only by mean of third party plugins. For example:
weight-based shipping
item-based shipping
table rate shipping
etc…

That means:
– I added correct URLs (with https) to both WP address and Site address fields
– I checked SSL and everything seems well.
– I checked wp-config.php and database and everything seems well (the URL contains https).
