I’m having this issue as well, on a standalone blog using the Twenty Eleven 1.2 theme by the WordPress team. I installed it via the dashboard installer. It shows up in the widget selector just fine and I can configure it, but it doesn’t appear in the widget sidebar.
Scratching my head a bit.
