I understand that required checkout fields, including terms acceptance, are bypassed when customers use Google Pay, leading to orders without complete billing details.
This is expected behavior for express checkout methods like Google Pay, which skips the standard WooCommerce checkout form and pulls data directly from the customer’s Google account. Any additional required fields not included in the default WooCommerce checkout will not be captured by Google Pay or Apple Pay.
I recommend performing a conflict test to check and confirm how Express checkout methods behave in the default environment.

Disabling all plugins or installing the Storefront Hamburger Menu plugin did not resolve the problem.

For checkbox, please make sure you have set the correct pages in the WooCommerce settings.
