Maybe some products are included in the product list of your first discount and you need to exclude them from the new discount?

If you have created a product list for your discount, in your new discount you have the set the opposite rule you set for the user role discount which will be “If customer role NOT IN {YOUR_ROLE}” AND “If oder products NOT IN {YOUR_LIST}”

Now if you also want to exclude products that have sale price and that maybe your product list does not take into account then you have to create a new product list and exclude it also in your new discount by add the rule “If oder products NOT IN {YOUR_LIST_WITH_PRODUCTS_ON_SALE}”.

You can click on “evaluate” to make sure it contains the right products.
