The second field is the number of times the award can be won in the user’s lifetime on the platform. If you use 0 you can earn it unlimited, if you use 1 you can only earn it once.
In your example “Earn 100 Point when action [comment in a post] 1 time limited 1 per minute.”
As you say, if you put 0 in the second field, the user would earn every minute, but if you limit it to 3, for example, the user would only earn the award 3 times in their life.

In this example, the user would earn 100 credits once in his life after logging into the web 10 times, limited to once per day. This means that you would have to log in 10 days in a row (they don’t have to be in a row) to get the award only once.

I have performed a test to earn an award each hour and works fine.
Please, make sure that you save the steps and after that you save/update the award.
