If you say that the plugin stopped working, I assume that something changed, so please provide more details.
I’d do the following anyway:
Please make sure that ‘Clean Uninstall’ is checked. Then disable and delete the plugin and install it from scratch. Review the settings and turn on the plugin. Then create and save a new post for testing purposes (with a tag into the title/content).Forum: Plugins

The plugin works for new posts on save. for pre-existing posts you need to edit and save.
If you create a post and save it, the tags (already existing tags) will be added, 100% sure.
Whe you click ‘Publish’ the most recent versions of WordPress (using the new editor Gutenberg) say:
‘Are you ready to publish?’
‘Double-check your settings before publishing.’
‘Suggestion: Add tags’
This is for manually added tags. The tags added by the plugin won’t appear here just because the post is not saved yet.Please double check your settings and the FAQ, unless you consider it a disappointing waste of time as well:

I assume that the plugin used to work properly, so the reason it no longer works could be related with some change happened a couple of weeks.
I’d go with the following:
-Uninstall the plugin , but make sure the option ‘Clean uninstall’ is checked before.
-Reinstall the plugin and configure its settings.Are you using the plugin’s most recent version, by the way?

It does not include that feature at least for now, the plugin can not limit the number of added tags.
