@threadi Ah… it *was* a plugin but one that wasn’t appearing in the normal plugin list for some reason. It ended up being under tools called the “Categories and Tags Converter” as an importer; apparently an admin needed to convert a category from a tag and something messed up. Reenabling that importer and redoing the conversion reenabled the category.

Ahh, that was an easy fix!
I had the wrong plugin downloaded. thanks a lot ??
