Try creating another user and give them superadmin role on the main site then a?d that user to the sub sites as admin.

The way to do this in wordpress is to keep the customisations in a child theme for each site.
There are several plugins that can help you keep customisations seperate in the repository.

In reply to: Multisite User Permission/RolesThe way around this issue is to use a plugin such as buddyPress to manage signups and the you create the individual sites and give the new signup admin or editor role.
Not a good idea to give anyone superadmin role unless they are trusted and know what they are doing.
The solution depends on whether these are random signups or trusted signups that are known personally.
WPMUDev has a plugin called prosites that will do what you are looking for with an open network and there are probably a few others.
Im not an expert but have some experience of multisite.
Whatever is the simplest option and easiest to maintain would be my preference.having tied myself in knots with multisite on a couple of occasions.

Go to network admin and create the korean site there.
WordPress will do the rest for you.No need to create a /korean subdirectory as wordpress multisite handles that internally.
