I don’t undestand that language.
If plugin is activated, first item is “settings”, second one is “deactivate”.
“Settings” links to your current warp-imagick settings page.BTW, that is WP default translation, not from warp-imagick.

Maybe you have moved it to another position?
Go to (installed) plugins page, find “Warp iMagick” plugin and click on “Settings”.
On “General Settings” Tab you will find “Plugin Settings” section and “Select parent menu” field. Set/select parent menu to ‘default’ or wherever you like to find it.

I have seen similar issue, but was caused by an error in another plugin.

Thanks for reporting the issue.
Looks like your GD or PHP-GD is too old or does not support imagewebp() function that generates WebP images.
You may try to update your OS, gdlib or PHP.
I will take look at code and let you know how to prevent fatal error.
When you are in media library, click on your new uploaded image.
Button “Preview thumbnails” is right bottom.If you see them in “Preview thumbnails”, I guess you will have to configure your server to serve WebP instead of PNG/JPEG images.
For instructions on how to configure server, click plugin “help” at the right top of the plugin settings page.

Option is back under “Upload Actions” section and named “Resize too large images”.

That setting was initially intended to select other compression types, which are later removed as they do not apply to JPEG. Option will be removed, ignore it.
If you can define
“(images with small vibrant-colored details, more ‘graphical’ images)”
as images with palette colors (up to 256 colors) or as images with limited number of colors (up to 512-1024 colors) then creating of WebP for such images may be automatically disabled.
