I think any Editor should have access to create/modify. Only authors shouldn’t have access.

For the <description> I think it’s best to use the first paragraph, if possible, or a limited number of characters. I think no one uses WP excerpt field anymore.

Yes, that will be very useful… Having tops by categories, like the ones we have in widgets, and having the possibility to insert them in the pages.

I am looking for the same too.
