I believe, that better management of balance orders could be achieved with a dedicated plugin, such as WooCommerce Deposits, or a similar one.
I’m afraid that, by default, WooCommerce does not allow direct editing of the payment method once the order is placed.
But perhaps the following would work for you:
1. Please change the order status to “Pending Payment”. Once you do that you will be able to see the “Customer payment page” option on the order page.
2. If you go to the Customer payment page, you should be able to select the desired payment method (Check payments for example) and complete the order.

I guess it just takes some time to propagate over all the locales.
