In order to find the Categories and make it appear on your post, go to Dashboard -> Appearance -> Customize -> Layout -> Bloc/Archive -> Meta Order , and click that eye, like the in provided screenshot https://prnt.sc/y12l7j

However, moving the Categories above the title of the post, is not something that can be modified.
