No you can do it with the free version. Under the Instagram feed option of the plugin when generating a shortcode choose the feed type as a hashtag feed. Premium gives you more customization if you wanted to make the feed more fitting for your website ??

Try Clearing the cache by clicking to Feed Them tab > Settings > Global Options > Clear cache

You can also change the cache time setting here if needed.

Ok first try to add Twitter access tokens in the Twitter options page. After you do that then also set the time format from the settings->global options tab. Let me know how that works.
