Ok. I enabled Load CSS Asynchronously, Generate Critical CSS and left Generate CCSS in the background off.
Separate CCSS Cache URIs just this line:

The key difference between now and I first reported the case, is that I am NOT minifying and combining CSS and JS with Litespeed. I turned on Minifying at CloudFlare. I am not combining the CSS any more.

I tested only one page. I kept reloading it . Sometimes FOUC happens, sometimes not. I’d say 50/50. Hence I have giving up on critical CSS for the time being, unless you have other advice.

I purged all, and then purge CCSS. Then I visited this post:

I have turned on Cloudflare development mode as well.
You should see the flash of unstyled content very prominently.

I am glad to report that the issue has been resolved. I noticed there’s another unresolved thread with similar issue. It could be due to the same reason.

The most recent update says that this issue is fixed, but it’s not.
I use the “try new engine replacement DOMDocument”. Multiple links will be created for the same tag.
When I use the default engine, links only show occasionally. I believe this could be related to the fact that my site uses Chinese characters.

I can report that disabling and re-enabling the Jetpack module could not solve the problem. I tried that already before posting here…
HOWEVER, upgrading to WordPress 5.5 solved the problem. So I guess case closed.
