After some more searching it appears to be a File Permissions problem. Probably due to hosting software misconfiguration. I’ll contact them after the weekend, meanwhile I am changing the permisssions per https://www.wpbeginner.com/wp-tutorials/how-to-fix-image-upload-issue-in-wordpress/ It seems to be working
    Thanks again for your help

Thank you threadi. You are quite right, I wasn’t in the gallery block, I was in the image properties. I see the column slider now. But the real problem is the images don’t appear. Neither do they appear in the Media Library when I upload them. They DO appear in ML when I click ‘Edit Image’, and I can edit them, but they still don’t appear in the main ML page. The link in my first post shows the page with a gallery of 2 (invisible) images.

I am guessing that my WP installation is corrupt. I tried downgrading to 5.6 with Wp downgrade plugin but got same result. Unless anyone has a suggestion to fix ML I’ll have to reinstall.

    Thanks for reply
By “wp.com stats” I mean the plugin “wordpress.com stats” (Version 1.8.5)
When I started the thread I had only looked at the dashboard, not tested the site. It turned out that the site was down for an hour or two after I updated from PHP 5.6.40 to 7.4 in the hope that might solve the problem. I have now rolled back to 5.6.40 and the site is up again. Host support is looking at that new PHP problem.
I would be happy to use the free version of Jetpack instead of the unsupported “wordpress.com stats” plugin which may be related to my original problem but Jetpack doesn’t like me either. When I activate the Jetpack plugin and click on Set Up Jetpack it says
“Unable to insert blog. Please try again or contact support.”
I have disabled all other plugins
I looked at wp_debug but it advises not to use it on live sites. Also if I change to twenty* theme it distorts the busy site (I have been using a very complex theme, no longer supported, for 20 years!) so I’m going to have to try staging. This will take a while.

OK, got it. The EXIF value is Keywords and you have to create the rule under the “Taxonomy” heading of the rule table.
A great plugin. I look forward to using it to the full.

Sorry, a bit more study shows that of course your example works, I just omitted to show custom fields in the screen options. But my ‘map jpeg tags onto wordpress categories’ rule doesn’t work and I can’t find what the “EXIF/Template value” is supposed to be for the Tags field that shows in the jpeg Properties/Details box. ‘Tags’ is used in so many related contexts that googling on it doesn’t help. Can you tell me the answer?
