THIS IS A WORDPRESS QUESTION
word press operates in some fashion using IIS and windows users

I need to know what services / users etc it uses to try to determine what to give permissions to.

I cant be the only one to be running windows

I am on windows 2008 server R2

Where do I find these settings?
