Hi, what you are requesting can be done, but the buttons in a mobile device instead of a dropdown would be anti-user friendly because of the size of the buttons and the size of their fingers, and I didn’t understood the second part where you are talking about a file for mobile devices. I think that you want a website for desktop and another layout specially designed for mobile devices am I right?

Ok, it seems to be an issue with the thumbnail of that post or simply the initial image resolution, so you can go to your wp-admin and edit the post and check the image sizes for both posts (the one with the large thumbnail and the one with the small thumbnail)

Well, you should try entering to your wordpress wp-admin, click on pages and edit the home page, then on the editor screen click on the “Add Media” Button, just below the page’s title and upload an image.
