when checking robot.txt with webmaster tools the tester shows disallowed which mean the website search has been still blocked. when Trying to change the setting by the webmaster tool it turns on allowed but by the next chek it turns it again back to disallowed.

But there is no file in the root directory or elswhere else. It simple seems not to exist!
