It’s called Jack & Rose. I didn’t think it even comes with JetPack as default (I don’t remember the default), so I doubt the theme is turning it on. Not sure though.
So, this is not resolved. Not sure why wordpress marked it as such. Today, “Image Performance” was switched back on, all by itself. I have to manually turn it off about once a week. I’m fully upgraded.
That is what I have tried to do, but every few days, JetPack just seems to turn image compression back on arbitrarily. I want to remove the code/block the code.
