I have solved the problem, it’s a conflict with w3tc, after updating w3tc to the last version, it works now.

what I mean is all the tabs should on the top, when we click it then show the contents but it shows all the content without clicking it.

when I preview in Appearance ->Customize, It works perfectly, but after I quit, it’s not able to work.
