Ok so I figured it out what was causing it. But its really weird.

I am using Beaver Builder for my site. I have a section on the homepage I am hiding, cause its a work in progress, and for some reason when I am hiding that section it interferes with the notification bar and causes it to not show. But when I show that section it comes back. I don’t know how those two are linked but I noticed this error when it was happening: https://www.screencast.com/t/gIy0ceyfgiH

Yes that is enabled. I have cleared my cache and looked at it in incognito mode and still the same result.
