    Amazon only controls the shipping address. So, from the Amazon side is correct that a customer with billing address in USA be allowed to buy in a store that only ships to Germany.

    You should config the store in somehow to limit this. These are the some workaround that our development team suggested:

    1. Calculate the taxes based on the shipping address, that way even tho the billing address is set to USA, then the VAT will be indeed added to the order.
    2. Set up a global tax for all the other countries that are not GE, although IMHO the first solution seems a better approach.

    We regret to inform you that a fix isn’t feasible due to the limitations within the Amazon Pay API. Unfortunately, the billing address control doesn’t fall under its purview, leaving us unable to make the necessary adjustments from the plugin’s end.

    We are trying to reproduce your issue but is not possible for us on our testing sites. are these the steps to reproduce?:
    1. Existen user logged in and add a physical product to Cart and click on the Amazon Express checkout button on Cart or Checkout. Or directly using the Amazon Express checkout button from the product page.
    2. on Checkout, After selecting the first time the shipping address on the Amazon Pay wallet. Click on the “Change” link to change the shipping address.
    3. After selecting the new shipping address. Place order.

    In our case the shipping addres is the correct one on the admin side.

    Could you recall which plugins were recently updated? It’s possible that one of the updated plugins might be conflicting with Amazon Pay.

    the logs and the steps for reproduce the it should also help to find the issue.

    Hope you are doing well!

    If I’m not mistaken, as you described, the issue occurs when you are no longer on your site and are trying to log in or just before logging in to the customer account. Therefore, this issue should be directed to Amazon Pay Service support. At this point, the Amazon Pay plugin has already completed its task and is waiting for the Amazon Pay Customer Payment Method and address.

    To confirm, could you please send us a screenshot of the issue?

    Additionally, please review the following documentation to verify your settings on your Amazon Pay account.
