This is expected if a template from the third-party plugin is overriding it.

I tested it on my test site, and it appears Gutenberg is asking you to save the Reusable block if you click anywhere in the Tabs block. However, if you are editing other blocks outside the reusable block, the issue does not occur. Here’s a video: https://share.getcloudapp.com/KouE1lkB

You can also use an incognito / private window to bypass the browser cache.

You can create a hooked element to insert a Table of Contents (TOC) block to all posts. However, you will need to delete the existing TOC block in each post editor manually.

There’s no function to search and replace a block on WordPress.
