There are 2 things that are enabled in general settings:
1. Object Cache (I’ve tried disabled > save all settings and purge the cache, still not working)

2. Enable Google Page Speed dashboard widget.

sorry for the late reply. Yes, I have tried purging the cache and the issue persists, the option Prevent caching of objects after settings change is disabled. https://ibb.co/Hdxk5Gr

I don’t know about caching query strings in Performance>Page Cache but here are the settings https://ibb.co/2kQGKqK

Yes, the issue occurs while logged in or in an incognito window
