I think I found a quick solution for your problem. Try pasting this CSS line into the stylesheet editor (or use a child theme, as recommended):

h1.site-title {
clear: none;
}

It struck me as odd as well. My site only has one user (which is the admin), and like I said, the custom gravatar image appears on the admin page and elsewhere in the interface.
