I have updated the plugin but the result is the same.

I knew about Appearance > Customize but superficially it seemed to get me to a different place than the Customizer View button.

Given your recommendation, I have tried again and realize I have to navigate to the page where the widget block has been inserted. (This seems to be handled automatically by the Customizer View button).

This seems to be an acceptable workaround.

Using WordPress 5.2.4, PHP 7.0.33.

Plugin installs and activates OK. Does not show up as a block.

Discovered that there is a setting related to a jQuery bug that seems to fix this problem.
