Where exactly I have to include <!DOCTYPE HTML> to work?

Unfortunately it is not on my site, I was testing locally… =/
I want to show the popup on center position, but the Center setting is not working for me… It’s not showing the popup, only making the screen darker… That is the position problem…
For the size, it keeps always a border, and I want to take it off…
