Ok, so this is related to another plugin called “User Role Editor” by Vladimir Garagulya. Having this plugin on, disables the Stripe settings pages.
What permissions does the Stripe plugin use to determine whether it should show itself or not? I know that, I think I can probably repair the problem using the User Role Editor plugin.
