Same issue to me. There is an utf-8 solution on internet, that doesn’t work.

This time it was google-captcha. After disabling in database at wp_options/active_plugins ( put “a:0:{}” without quotes into option_value ) you can login and enabling all other plugins again. That works for me. Hope, that works for you, too.
