The root of the problem appears that by selecting recaptcha on the “login” page, the recaptcha badge will not appear in the 2017 theme when attempting to access wp-admin. Nor does the emergency deactivate so you have little chance of logging in to sort out the issue or to disable the plugin. In turn, you have to access the c-panel or ftp to delete/rename the plugin. For some reason, when I removed the domain from the google control panel, the emergency deactivate feature was displayed on the login page. Ahh – great.
I deactivated it, went to the recaptcha set up screen and deselected the feature on the login page. I re-added the domain on the google control panel and reentered the keys and it is working fine. If this runs ok for a few days, I will add it back to the major domain.After removing the domain from the simple-google-recaptcha dashboard, the emergency deactivate button is shown on the wp-admin login?? ReCaptcha is deactivated. Perhaps this version of recaptcha does not work well with twenty-seventeen theme.

The form is working fine. @minor mentioned the keys may be entered incorrectly. The form is working but I cannot manage the site. With Google ReCaptcha enabled, you cannot gain access to wp-admin to edit the site. The error occurs when you try to login to the site.
Where do you find the “emergency reCAPTCHA deactivation link”? I do not see it on the google/recaptcha/admin page??

The keys appear to be good. The reCaptcha still works as registered on the site. You cannot login to modify the site because you still get the error message.
