I have 3 different websites on WP 4.9.1 that’re using latest CF7 and I’ve got the same problem on each one. Coincidence? I don’t think so.

Ok, the only working solution I found is:
1. Setup WP Rollback plugin
2. Downgrade CF7 to version 4.7

For now problem solved. But considering the option to use another form plugin.

I have the same problem on latest WP 4.9.2. Got 404 on …/refill and …/feedback methods. Any ideas?
