I spent hours trying to figure this out, searched high and low on the interwebs and after a few beers I randomly found its easy as this:

Dashboard-Appearance-Tempera Settings-Graphic Settings

I chose to “Hide Top Bar”

and

Changed my Content Margins-Margin Top to 0 px…hope this helps.
