I solved the issue. The problem was wp-cron.php related. My vps couldn’t resolve dns addresses properly and I disabled cloudflare dns, then the problem got resolved.
I am having the same problem. Manual refresh stuck at 0%.

You can disable the Auto select currency function with “No” option: https://prnt.sc/yPeqovlCtyGY and enable manual conversion using a currency switcher tool. But I’m not sure what you want to achieve. Could you clarify?
I want to enter the prices in Euro on the backend and display in TL on the frontend by default (geolocation not needed/disabled). I don’t want to rely on geolocation and deal with cache, etc..
