And this is how the shop/plugin subtracts VAT from the live rate, instead of adding to it!
I hope the links to the images above are relevant. I get the live rate without vat, and the shop considers it with vat included.

In the meantime, I can confirm that my tax and Standard Rates settings are exactly like those you show in your screen captures, with the note that your screens seem to be from an older version of Woocommerce – I have 8.5.0 and there are no TABS for the settings, just text links.

Can this be solved somehow?
In my VAT-enabled countries, Shipping with VAT is enabled; however, LiveRates from UPS are taken without VAT. Currently, the plugin or shop does not add the VAT amount to these rates. For instance, if the live rate is 10, the shop calculate 1.67 VAT to be included, as the shop is configured to input prices with VAT. The shop subtracts 1.67 from 10 as VAT. It does the right thing, because as per general setting, everything I price in the shop is with VAT.
However, I end up paying 10 + VAT for UPS services. And while I pay 2 for VAT, I can deduct only 1.67, which means the plugin leads me to a loss, on top of wrongfully display pricing with tax.
The shipping cost should have been displayed 10 + VAT for the customer.
Therefore, the plugin needs to distinguish whether Live Rates come with or without VAT.
I discovered by accident that if a refresh on the page is made right after save, the checkboxes are saved! But if a new save is made without the prior page refresh, the new empty checkboxes are saved over! And a new refresh confirms that. Bummer. So, after save, it would be nice to refresh the page completely instead of perhaps AJAX. I will try to deal with this now…
The other problem with the VAT remains. For each Live Rate activated to a shipping zone, the VAT processing should be specified, like with Flexible Shipping.
I wonder if there is any way to make the insurance conditional, to optionally be added to the selected UPS service. This, instead of the actual general pricing with or without insurance. Let the buyer decide if they want to add 15$ for insurance for the selected service. And, of course, the insurance checkbox should be displayed for the buyer in cart and checkout only if they select a UPS method.
All the checkboxes for EU shipping are with VAT checked in my shop. As I said, the problem is that the net amount for UPS Live Rates come without tax. And I cannot say anywhere in the plugin that Live Rates numbers are with or without tax, like I can do in Flexible shipping, where all the amounts I introduced are with tax.

And I don’t have a vpn to test for each city that I want to. I just copied the official name of the city, which indeed has a bit of a strange character in it: ü (would that encoding matter?). Maybe there’s a better way to find the city, like a select country, then select city?

By the way, I just tested the Country:City feature and is not working (for me). The thing is, it stopped working even at country level with only your API enabled. I don’t know what the specific conditions should be, so it could work, I wonder if it might be a database incompleteness issue. As soon as I re-enabled the other IP databases APIs, I was able at least to resume the country blockage. Which might mean only one database is not enough to monitor the multitude of IPs out there.
As for the Lightspeed Cache, I asked them the same question and they advised me to modify the htaccess so the cache will be constructed per country. Maybe this is of some help for you.

Sorry for naming these issues “bugs”. All my plugins are up to date. I think your questions have answers in my first post. Yes, I am using Advanced product fields plugin for options, as firstly stated. That plugin works as intended IF I deactivate Wholesale (so in that sense, that plugin doesn’t “support” Wholesale). I can’t do it the other way around since I don’t have other options available. I will actually reconsider my options ??

I hope it can be solved, this appeared maybe two versions ago. The latest version installed today did not get rid of the bug. Baloon still there in the menu. If I may suggest, maybe is better to add a manual Dismiss button per each notification? Because that last Completed one cannot be deleted by any means.
