SOLVED:
My .htaccess files in the wp-content directory and the wp-content/uploads-webpc directory (which I created, so they were previously blank) should only have the code copied from the FAQs.

The site I’m working on is a development instance, not a live site, so you wouldn’t be able to access it. But it’s an exact clone of the url I gave you. I’m testing the plugin there before using it on the live site.
The issue shows up when I add the .htaccess files to /wp-content directory and the /wp-content/uploads-webpc directory. All the images that should be served as webp are being served as text/html, so basically they don’t display at all.
Do you have any idea what may be causing that to happen?
The .htaccess files contain the standard boilerplate code and the respective code from the plugin FAQ Multisite instructions.

It showed me the server configuration error message with error code: rewrites_not_working above the settings when I had via .htaccess selected.
The error message recommended I switch to Pass Thru mode, which I did, and the error message went away.
