As mentioned in my previous reply that is for screen-reader and is visually hidden.
This is used by those who have difficulty reading or are visually impaired can use a screen-reader or skip links to ensure keyboard navigation visibility when the link gets focused.
No, it does not have a link so that won’t be crawled. You can use a robots.txt file to tell search engine crawlers which URLs the crawler can access on your site.Forum: Themes and Templates

Though the tag analysis sites show 2 <h2> tags in Main Navigation you can inspect and see that neither the Main Navigation nor the Footer Navigations has any Heading tags in them.
The 2 <h2> tags in navigation are for screen-reader and are visually hidden.

The main navigation menu does not have the <h2> tag. The title of blogs on the blog page contains <h2> tags and the title of the single blog post page and the Page has the <h1> tag.
There is no customization option to change the title’s tags but you can create and use a child theme to modify the template and change the tags.Forum: Themes and Templates

If your issue is resolved after deactivating the plugin and the HomePage settings are now visible, you can go to Appearance -> Customize -> HomePage Settings and check the checkbox Enable Custom Front Page option to enable the Custom Front Page.

The Home Page options are available in the latest released Responsive theme.
Could you please check the PHP error logs and console logs if there are any visible errors.
An active plugin could also be having conflicts which may cause these issues.
Run a conflict test –
Take a full backup of your site before running this test:
1. Deactivate all plugins.
2. Check if the issue is there.
3. If it is, switch to a default WordPress theme to see if this still is happening
4. If all is well start enabling one plugin at a time, till the issue re-occurs.This way you could find the plugin that might be causing this issue.

If you are using the Custom Front Page and want to edit any sections, you can go to Appearance -> Customize -> HomePage Settings.

Yes, the mobile menu on the Responsive theme shows only top-level menu items by default and on clicking the dropdown icon the sub-menu is expanded.

Yes, the mobile menu on the Responsive theme is collapsed by default. You use the Hamberburger icon trigger to expand or collapse the mobile menu. Also, the sub-menus are collapsed by default.

If you are using a custom Homepage, there is no widget area below the three home widgets and above the footer where you can add a text widget.
You can override the front-page.php template in the child theme or you can use Contact form shortcode to enter text in that area after enabling the contact section and clearing out other fields as a workaround .
