The problem stopped for a while but now it’s back. I switched the theme to Twenty Twenty-Three and removed all plugins and tried a variety of scenarios. It’s all tied specifically to “combine javascript files” and even with just WP Rocket, Visual Portfolio and Twenty Twenty-Three it was not showing up properly.

I would be fine excluding the files, but I am not sure how to narrow down which Javascript files I would be excluding.

That worked! Follow up question: Why are there colors set at that level and why can’t I change it there? Just trying to understand my mistake.
Edited to add: To change the hover color I have to change it the same way I did originally with the hover selector added. Seems odd that they are set at different levels.

Right now I am just doing normal backups before I update to wordpress 4.9.5. Migrating was going to be the next thing I did. I have it set to split every 50mb because of something I saw on the forums before and it still can’t do it.
