I understand. There appears to be a plugin conflict. After disabling this Easy Table of Contents (Autor: Magazine3) plugin, the IP was successfully removed. I will add that CHMOD for the wp-content/uploads/hackme_ban folder and files seems to be ok.

1. It is possible that what I wrote above is not an error. On this page:

you can find out that if our IP is added to the white list (Google/Yandex) and performs an prohibited action, we will be able to continue browsing the website and that our address will be on the list of blocked IP addresses. Although the video is about Premium options and Google/Yandex features, it may also be about the whitelist from the “Whitelist of IP addresses” section on this page:

You were right. The error is caused by a plugin. Plugin last updated 11 months ago, posts on the plugin forum from the last six years have not been answered. If I read it right, someone reported this problem on the plugin forum five years ago. I will look for another plugin. Thanks.
