You should select a manual scan, then run an incognito browser window, or run another browser, and browse your site as a logged out user. When you’re finished, click “I’m done,” and your scan should show the performance of an anonymous user.

You can add this file to the p3 plugin folder and activate it from the Plugins page:

Then you can go to Settings > P3 Customizer page and supply a list of URLs to test.

Do you see any javascript errors or redirects taking place? Have you tried disabling and enabling plugins one at a time to see if one them is causing interference? It may also help to revert to a twenty[x] theme. It is probably best to do this on a staging site.
