Hi, I am not sure what you mean about the rate being published. I tested it logged in as solely a “Doctor” and not an admin. I have tried different versions of the condition with the same result.
How I set it up & the shipping error goes away when I remove this but obviously then they do not get free shipping like they should https://snipboard.io/9t30MS.jpg
