Is it possible that plugin deletes all get requests for other users? cuz under admin acc all is work

I have same problem if i log in by admin i can open link with filter ( https://xn--80aa6ac0a.xn--80aswg/catalog-smazochnih-materialov/motor-oil/?swoof=1&pa_type-basic-masla=tbm-pao-pao) and use filter.

But when i log off, i cant do it.

All of this things disabled, problem still stay
