Most likely, the problem is caused by the compatibility of the old backup with the newer version of WordPress installed on your website.

It’s pretty unlikely that the “My Custom Functions” plugin does this. There’s nothing about “My Custom Functions” which would create the files you described.
Please review your custom PHP code for the part that may create the files you described. Just look for the word “test” or “txt”.

Your custom code (which you entered on the plugin settings page) is causing a fatal error, and because of this, WordPress does not allow you to activate the plugin to keep your website from crashing.
Just rename the file called START to STOP. This will stop the execution of your custom code. After this you can activate the plugin. And when you fix your custom code, you can rename the STOP file back to START.
