Thank you for the answer. I updated WP and WooCommerce to the latest version and tried to delete and create sets that had not been downloaded to the Facebook shop. Also, I deleted the second catalog as it has been described in your instruction.
Now my synchronization works!

На данный момент версия плагина 3.7.10, но также проблема была и с 3.7.13
Проблема, вероятнее всего, возникла после последнего обновления WP, но мы откатили версию WP по некоторым причинам, а проблема осталась. Сейчас у нас 5.9.3

For now, the website works fine, but I have another problem, maybe you can help me?We have the database of cities on our website and when the Pricing Rules plugin is active, I can see that there is no value in the input. I mean, if I type “Mos..”, there is no Moscow in the list. And if I deactivate the plugin everything works fine.
I understand that this question may not be your competence, but I am not a high-level developer, so I ask for help if it is possible ??

Indeed, that was the problem. When I test it on Ukraine I see that FedEx options are here, regardless of the postcode. But in the other locations, I need to add this in the field.

Похоже, что причина была в следующем: на сайте одновременно работал код, который присылала выше, и в плагине Post Type Order была включена автосортировка. Если автосортировку выключить, то всё хорошо работает.Так что, кажется, проблема решена)
