Looks like there is a conflict with the Plugins or theme. Try activating a new theme, see if that still happens. If so, it was a theme issue. Deactivate all plugins, see if it still happens. If so, reactivate 1 by 1 and see when the issue comes again. Also, please check your browsers console for any errors.

I am also blocked. You can check by using Inspect element of the developer tools if the CSS is being applied on the “.widget-title” class or not. Also, it’s possible that the original CSS is being applied on any other class or element.

The issue seems to be coming from ‘flothemes-themeup’ plugin. You need to check with them regarding this problem.
