I will fix this issue in upcoming version of plugin. However, can you please let me know if store manager capability user is able to view the Order Export settings page under WooCommece > Settings > Order Export ?

If yes, then please do following.

1. Go to /wp-content/plugins/woocommerce-simply-order-export/lib/ and open file order-export.php.

2. Go to function oe_download().

3. Replace following code:
current_user_can('manage_options')

with

current_user_can('manage_woocommerce')

It’s great to know that you liked the plugin.

You can export the City, State and Address in separate fields because woocommerce stores each of these fields separately. Meta keys for same are _billing_country, _billing_state, _billing_city. For billing address you can use $order_details->get_billing_address()

I am developing the add-on of this plugin which will export all the possible fields for the woocommerce order. It is about to complete and it will hopefully released in next 10 days. It is paid add-on (USD 7.99). Let me know if you are interested for the same.
