the permissions is change but dosn`t work anyway

I tried with FileZilla

i can’t enable the featured image, when i try to change persmission to 777 i view this error: 550 Could not change perms on functions.php: Operation not permitted (because i need to make the file writable befor can save changes)

I have glassical theme, and she dont have featured image , the images ive insert into post,i cant do anything to display thumbnails?

wpp version is 2.2.1

version of wordpress is 3.3.2
