I’m writing this for ladymusta. After more research, it turns out that my wordpress installation is probably corrupt (possibly caused by a plugin). Apparently there are two ways to fix this. One is from the dashboard and is easy and worked for me. wp-admin>dashboard>updates>Re-install now
This worked for me and I now have the static front page option. If that doesn’t work, there is another way to do it from the cpanel. I tried it with different themes and I have the same problem. I tried a bunch of different themes always with the same result. I have now also tried it in Internet Explorer with the same result. Thanks for your continued help!

No, my settings–reading page doesn’t look like that. Mine starts with what is below the pink box in your example “Blog Pages Show at Most” I don’t have the front page displays option at all. I am working in Windows 7 and Chrome but opened it on a Mac in Chrome and still didn’t see it. (Also, similarly, didn’t see infinty scroll options in my settings–general page that I think is supposed to be visible.) Tried with various themes and still could not see the front page displays option. Thanks!
