Page ID is the unique number that comes with the page, and can be found in the permalink of the page, after page_id=.

You can put the code on a page, or a widget in the sidebar.

You might have to clear your cache and try reloading the page, or maybe try the password setting with a new page and see if it works.

It might be a template you are using that doesn’t support comments, or,

You need to activate comments from the Edit Post screen for that post, and also in the Settings > Comments to enable comments on all posts.

You should change the WordPress address and the Blog address in the settings page.

I’m not sure what you mean by sections, but yes, you could put them as pages, and then you could put them under sections with the Page Parent feature to set the section header.

You could put the password back by going to edit the page, and on the top right, change the Visibility to Password protected, then enter your password there.

You can change that by editing your profile under Nickname.

You would have to go to your website’s control panel and change the permissions of the folder to at least 755 or 777 to be writeable by WordPress.

You might want to hard refresh the feed page, as it might still be displaying the old content. You could do that by pressing Ctrl + F5 for Windows.
