I am having the same issue:

Warning: file_get_contents(https://www.earthtools.org/timezone//) [function.file-get-contents]: failed to open stream: HTTP request failed! HTTP/1.1 404 Not Found

Warning: file_get_contents(https://maps.googleapis.com/maps/api/timezone/json?location=,&timestamp=1418987747&sensor=false) [function.file-get-contents]: failed to open stream: HTTP request failed! HTTP/1.0 400 Bad Request

Any solution for this yet developer?
