I was facing same issue but when I deactivate wp smush it plugin issue was resolved so if you are using that then try disabling that and check!

I was facing the same issue and then figured out that the problem was due to a plugin called wp-smushit and after deactivating that uploading starts working as normal try that if you are using that plugin…
